Federal health authorities proposed a 2.4% payment adjustment for ambulatory surgery centers (ASCs) on July 2 and said they plan to move 638 services off the inpatient-only list as part of a multi-year phase-out. In a fact sheet outlining major provisions in its annual ASC payment system proposed rule, the U.S. Centers for Medicare & Medicaid Services (CMS) said its proposed 2.4% update factor is based on the proposed Inpatient Prospective Payment System market basket percentage increase of 3.2%. The update factor, which applies to calendar year 2027, was also subject to a 0.8 percentage point reduction tied to the productivity adjustment.
