Congress failed to pass stopgap government funding Friday due in large part to differences between the parties over health care policies. The two parties blocked each other’s temporary funding measures, increasing the chances of a government shutdown when funding expires at midnight on Sept. 30. It also jeopardizes efforts by Democrats to avoid issuing notices of premium spikes for Affordable Care Act marketplace insurance next month.
