SUD Falls Short While Mental Health, IDD Led Behavioral Health M&A in 2025

Deal flow in the behavioral health sector was up 17% year over year in 2025, marking the industry’s second consecutive year of gains since 2023. Surges in utilization, which is expected to increase, have made behavioral health one of the “most sought-after sectors in health care services,” according to a new report from mergers and acquisitions advisory firm the Braff Group. Dealmaking is still short of breaking the record set in 2021. But M&A activity has remained strong since then despite operators’ battles with macroeconomic headwinds like inflation, tariffs, expiration of expanded ACA subsidies and changes in eligibility for Medicaid from the One Big Beautiful Bill Act.
